Remove AIChatPanel, useAIChat hook, Rust ai_chat command, and
anthropic_key from settings. AI is now exclusively via Claude CLI
subprocess (AiPanel). Simplifies codebase and eliminates API key
management for users. ADR-0027 superseded.
